Home dept opposes plea for province-wide Basant celebration

The Punjab Home Department has requested the Lahore High Court (LHC) to dismiss a petition seeking permission to celebrate Basant across the province, stating that a comprehensive legal framework already governs the festival.

In a report submitted to the court, the department maintained that under existing laws, a deputy commissioner may grant permission for Basant celebrations on specific days, subject to prior government approval and strict compliance with safety and legal requirements.

The report stated that ensuring public safety remains the primary responsibility of the deputy commissioner concerned.

It added that all precautionary measures prescribed under the law must be implemented before granting any approval for kite-flying events.

According to the department, the registration of kite sellers and manufacturers has been made mandatory, while the use of metallic and other hazardous strings has been completely banned due to safety concerns.

Authorities are also required to ensure the installation and use of protective safety rods on motorcycles to prevent injuries caused by stray kite strings.

The home department further informed the court that the deputy commissioner of Lahore had granted limited permission for Basant celebrations only after fulfilling all legal formalities and ensuring compliance with safety protocols.

In light of the existing regulatory mechanism, the department requested the court to dismiss the petition, arguing that the matter falls within the administrative domain and is already being managed in accordance with the law.
