Pindi undergoes LG restructuring

Under the new local government system introduced through the Local Government Act 2025, Rawalpindi district has been divided into a total of 17 local government units.

These include two town corporations, five municipal committees, six tehsil councils and four cantonment boards. Two new tehsil councils and one new municipal committee have been added while the Rawalpindi district council has been dissolved.

Under the new system, Rawalpindi city has been divided into four parts – two municipal towns and two tehsil councils – and the city will now have two mayors and four deputy mayors. The city has been split between Rawal Municipal Town and Potohar Municipal Town.

In Rawal Municipal Town, the number of union councils has been reduced from 46 to 41, while in Potohar Municipal Town the number has been reduced from 36 to 33. Overall, eight union councils have been reduced in the city.

A new tehsil council named Rawalpindi Tehsil Council Sadr has been created with 22 union councils. Another new tehsil council, Rawalpindi Tehsil Council Cantt, has been established with 29 union councils.

Overall, the number of union councils in Rawalpindi city has been increased from 82 to 125.

Among the five municipal committees in the district, Gujar Khan Municipal Committee will have six union councils, Taxila Municipal Committee five union councils, Kahuta and Kallar Syedan municipal committees four union councils each, while the newly created Daulatala Municipal Committee will have two union councils.

The dissolved Rawalpindi District Council has been divided into six tehsil councils, including Gujar Khan with 36 union councils, Kahuta with 12 union councils, Kallar Syedan with 13 union councils, Taxila with 13 union councils, Sadr with 22 union councils and Cantt with 29 union councils.

According to details issued by the Secretary of the Local Government and Community Development Department, the new local government system establishes a total of 439 local bodies across Punjab with 6,637 union councils.

Urban local governments will consist of 297 local bodies with 2,496 union councils. There will be 28 town municipal corporations with 1,010 union councils and 34 municipal corporations with 573 union councils.

Punjab will also have 235 municipal committees with 913 union councils, while the province will have 142 tehsil councils with 4,141 union councils.

Maps and details of all these town corporations, tehsil councils and municipal committees have been provided to the district election commission, which will complete the delimitation of union councils later this month.

Earlier, Rawalpindi district had five cantonment boards, but after Murree became a separate district the number has been reduced to four: Rawalpindi, Chaklala, Wah Cantt and Taxila Cantt.

Tehsil Murree and Tehsil Kotli Sattian have already been included in the newly created Murree district. In place of these two tehsils, Tehsil Cantt and Tehsil Sadr have been newly formed.
